The Head of Market Access Process and Compliance is responsible to lead Contract Compliance initiatives across all segments of the Contracting continuum and all account related activities.  This includes developing and maintaining the framework for compliance validation and implementing compliance-based testing and monitoring programs to ensure adherence to standards. 

The position manages relationships with third party vendors, external and internal stakeholders and vendors for CPM and is responsible for managing projects and activities that impact both contract compliance and the company’s strategic and tactical response to business and measuring the effectiveness across all books of business. 

Role Responsibilities

  • Develop and maintain policies, procedures and training that convey and govern the compliance standards for all activities within the contracting continuum and develop testing and monitoring programs to assure ongoing adherence to these standards, including Federal, Business Conduct, SOP’s, Pharmacode, etc. 
  • Manage the relationships and serve as key point of contact between oversight agencies, internal and external auditors and CP&M internal teams.
  • Provide continual support and recommendations for improvement and efficiency to Contract & Pricing Teams
  • Work closely with the Legal, Compliance , internal and external auditors as well as Federal and State Policies and Account Management Teams.
  • Prepare and conduct CIA annual training with Legal and Corporate Compliance.
  • Work with the government operations team to ensure compliant contracting process, calculations, payments and reporting related to Federal Government pricing, States Medicaid programs and State Supplemental programs. 
  • Oversee the compliance training requirements in CPM and where CPM interfaces with Account Management, Trade and Brands.
  • Work closely with IT Department to link compliance objectives to electronic systems and process.  Ensure appropriate systemization for compliance purposes. 
  • Provide updates and status reports to management
  • Provide analysis of government contracting compliance status
  • Review contracting strategies throughout the department of legal and regulatory laws that govern the contracting conduct of the business
  • Participate in the development and implementation of IT systems initiatives
  • Establish and maintain knowledge throughout the department of legal and regulatory laws that govern the contracting conduct of the business
  • Continually develop skills in the area of government pricing and contracting by attending industry, government and private conferences and symposium
  • Coordinate resolution of all requests for government pricing and contracting data from the Legal Department.  This includes the ability to interpret the request from Legal and determine the best way to present complete, accurate data, as well as managing the ongoing interactions between in house and outside council to explain the significance of the information
  • Coordinate audits of Pharmacy Benefit Managers (PBM’s) and Wholesalers
  • Lead the development, dissemination and adoption of KPI’s to monitor compliance and financial goals
  • Manage ad hoc projects
  • Strengthen compliance knowledge and strategic vision across all areas of business

Management Responsibility:

  • Project Leadership, ability to influence outcomes and communicate effectively to Executive Leadership
  • Reports to the Head of Market Access Shared Services

Qualifications

Education:

  • This position requires a minimum of a bachelor’s degree Finance, Business or Accounting
  • MBA, CPA or other advanced degree or certification
  • Proven ability to influence without authority in order to lead teams successfully
  • Demonstrated ability to manage multiple tasks/projects simultaneously

Experience:

  • Minimum 10 years varied Contracting and Pricing experience across Commercial and Government segments.  An MBA Degree or advanced certificate; CPA, CIA, etc.  Pharmaceutical industry experience involving diverse activities, tight timelines and varied special projects.
  • Excellent process skills and strategic capabilities
  • Solid understanding of the sanofi-aventis organization, operating models and products
  • Knowledge of government pricing, including AMP, BP, FSS, FCP and ASP pricing.

Professional Skills:

  • Strong communication, negotiation and overall interpersonal skills are essential for the incumbent.  These skills are required when working with internal customers to determine an accurate understanding of their needs and to keep them abreast on the process of various initiatives.
  • Proven ability to influence without authority in order to lead teams successfully
  • Demonstrated ability to manage multiple tasks/projects simultaneously
  • Thorough understanding of Sanofi-aventis product line, key customer requirements and the various contracting strategies deployed across markets.
  • Strong computer skills are essential to maintain, operate and enhance the contracting system and utilize new and developing programs to increase departmental efficiencies. 
  • Strong communication with key internal and external customers on a regular basis.  The internal customers included Commercial Operations, Government Pricing & Operations, Contract Development, Strategic Pricing, the V&A GBU Teams, and State Government Affairs Managers and Policies Teams.
