KEY RESULTS/ACCOUNTABILITIES

HTA/HEVA leadership and policy shaping

  • Serves as the key contact for Country Leadership in the area of HEVA/HEOR/HTA
  • In collaboration with other internal stakeholders, obtains HEVA/HEOR /HTA insights to inform the HEOR policy agenda for Japan that maximizes opportunities for gaining and maintaining optimal market access
  • Utilizes HEVA/HEOR/HTA insights for Japan to coach and assist the local  Market Access team and Public Affairs to appropriately influence policy decisions regarding HEOR/HTA issues. 

HEVA/HEOR product strategies, tactics and deliverables

  • Accountable for all country HEOR strategies, tactics, projects, and timely deliverables adapted to the country requirements to maximize market access and commercial uptake (i.e. local Value Dossier development/submission, local real world evidence (RWE), economic evidence, HEOR models, all in accordance through adaption of the global HEOR studies, models and other resources)
  • Responsible for collaborating with Global HEVA to adapt global evidence and generate local evidence needed to support access
  • Analyzes the clinical and economic benefit of products from the Country HEOR/HTA perspective to assess the added value vs standard of care then works to fill identified evidence gaps through partnership with Global HEVA and Medical Affairs
  • Ensures that all final deliverables are of high scientific quality and done in full compliance with Sanofi and regulatory requirements and that patients, health care professionals, payers and HTA perspectives are included in HEOR plans in particular via interaction with local HEOR/HTA bodies (i.e. early scientific advices, pre-submission consultations, etc)
  • Design HEOR Communication Plans to ensure that the drug’s value proposition will be recognized among the Japan external (scientific/payer-influencing/ HTA expert) stakeholder community and hence market access and market uptake will be maximized
  • On request from Global HEVA, supports the assessment of pipeline product or Business Development opportunities from a Japan HEOR/HTA perspective to ensure that these opportunities have an acceptable probability of overcoming the HEOR evidence hurdle
  • Manages Country HEOR budget and resource allocation for HEVA/HEOR activities including, but not limited to: managing a network of consultants to assist in the local HEOR adaptations and ensuring that deliverables are ready in a high quality and timely manner.

HEVA/HEOR capabilities building

  • Leads, coaches and develops a high performing Country HEOR team to optimize their contribution to the Japan business
  • In coordination with Japan Country MAx Head, Global HEVA and the Market Access Academy, build local capabilities for HEOR evidence generation, economic modeling, and HTA submissions

SKILLS, EXPERIENCE & KNOWLEDGE REQUIREMENTS

  • Technical expertise in HEOR including policy-shaping, economic modeling and RWE generation
  • Leadership experience, including experience building and leading HEOR teams
  • Understanding of the evolution of the Japanese market access landscape and its implications for the business
  • At least 5 years of relevant pharmaceutical industry, CRO or academic experience and at least 2 years of significant leadership experience
  • Proven track record working successfully in a project/matrix-oriented environment
  • Strategic mindset  and proven innovation/out of the box thinking in evidence generation/value documentation
  • Strong communication skills and ability to understand and communicate complex information in clear, understandable ways for internal (e.g. senior management) and external audiences
  • Team spirit, sense of transversality, multicultural awareness and ability to drive and develop teams
  • Strong customer focus

Required experiences:

  • Understands how evidence is used in payer decision making and how it impacts various perspectives (e.g., payers, providers, patients, health systems)
  • Experience leading HTA submissions including dossier creation and model adaptation
  • Experience supporting access negotiations
  • Knowledge of methods and principles of HTA reviews especially within Japan
  • Has evaluated relevant HTA decisions to determine value drivers and apply key learnings to pipeline and marketed products
  • Has applied research best practices in epidemiology to characterize disease burdens, demonstrate unmet needs, and identify target patient population
  • Systematically reviewed scientific evidence to identify clinical needs
  • Translated target value profiles and access strategies into evidence hypotheses, evidence requirements and generation plans addressing country payer/provider/health system unmet needs
  • Understands, modifies and adapts relevant HEOR methods  (e.g., observational data, post-hoc analysis of clinical trials, meta-analysis, indirect comparison, etc..) to demonstrate product value

  • Has created and applied state of the art decision analysis techniques in order to meet payer/provider methodological requirements
  • Expertise in scientific (medical) writing to synthesize and convey complex data models/analyses to payers
  • Has developed and executed an effective country HEOR communication plan
  • Has tailored HEOR evidence to decision makers’ needs (adapting the Global Value Dossier, models and communication) to successfully drive country market access

Education: PhD or MS in Economics, Health Economics, (Pharmaco)epidemiology, or related field

Languages: English and Japanese fluency  required
